Program Overview

Indonesia’s Vision 2045 sets the goal for Indonesia to transition from a resource-based economy towards an advanced service, technology, and knowledge-based economy by the centenary of its independence (2045). The 2025-2045 National Long Term Development Plan emphasises the urgency of Indonesia’s human resource development to fully realise 2045 goals.

Faced however with persistent low student performance that is emblematic of a learning crisis, significant improvement in student learning will be required to reach Indonesia’s 2045 goals. Government of Indonesia (GoI) has started an ambitious program of education reforms. Successive education ministers have set out to modernise the education system through reforming the national curriculum and teaching and assessment approaches, to produce citizens with strong foundational skills, open minds, and inclusive values.

Australia is a long-term supporter of the Indonesian basic education sector, with continuous investments supporting education quality improvements for the past two decades, including through the INOVASI program (Phase 1 2016-2020; Phase 2 2020-2023) that focused on supporting acquisition of literacy and numeracy foundational skills in early grades classrooms; exploring local problems and solutions; and generating evidence to inform government policy development and practices.

This third phase of INOVASI (2024-2027) builds upon the existing program’s approach and lessons learned and takes the focus on the development of foundational skills through to the end of the primary grades. Phase 3 will engage with priority issues of Australia’s development policy: gender equality, effective inclusion of children with a disability, responses to the climate change challenge in education. It will focus on the challenge of policy implementation and the gaps that exist between national policies and practices at district and school levels, and use the well attested-success of INOVASI’s local problem-based approach to continuously support policy development for effective fit between policy and implementation context.

The Program is implemented by Palladium on behalf of DFAT.

Purpose of the Position

The Driver and Logistics Support will provide a high level of providing safe driving support and general administration and logistical work to the INOVASI program and its staff.

Primary Responsibilities

Under the direction of the Provincial Manager, the Driver and Logistics Support - Maluku will:

Driving

• Drive vehicle for official travel and business, or as requested by Line Manager
• Maintain high standard of service to both internal and external guests.
• Ensure punctuality and safe transport;
• Observing the road and traffic laws and regulations of the Indonesia Traffic Laws.
• Ensure that safe driving practices are adhered to including local driving codes and internally agreed standards.
  
  

Car Security & Maintenance

• Ensure vehicle is kept clean, tidy and in good working condition at all times
• Ensure vehicle is kept secure at all times
• Ensure vehicle is given regular/day-to-day maintenance checks: check oil, water, battery, brakes, fuel, tyres, etc.
• Ensure vehicle repairs are carried out properly by official manufacturer’s specifications
• Prepare and submit vehicle monitoring report, including records of vehicle operations, maintenance, expenses, mileage, at end of each month
• Assist the Administration Officer to ensure vehicle insurance and registration is updated according to schedule Prepare expenses plan for vehicle.
  
  

Car Logbook maintenance

• Log official trips, daily mileage, gas consumption, oil changes, etc;
  
  

Administrative works

Provide assistant to the Administration Officer in the time working at the office, including but not limited to:

• Photocopying, filing, handling mail, facilitating immigration and customs formalities, delivering goods and correspondences, carrying packages, and delivery and collection of official documents as per required.
• Every month assist to pay office running costs such as electricity, water and telephone/ mobile telephone bills.
• Assist purchasing of small official items
• Collect original document from participants (ex: boat tickets and all documents as needed) then send those documents to Finance or Administration unit.
• Help to maintain the cleaness of the office.
• Help to maintain the office security and safety as well as monitoring the usage of office tools and supplies if there is outside party borrowing the office.
• Inform the Administration Officer / Operations Coordinator of any broken office tools and equipment that need fixing.
• Help to follow up Assignment Letter of activities from related government office
• Help to identify participants in virtual meeting activities
• Assist operation team including land travel arrangement and and accommodation for participants under guidance of the Administration Officer
• Assist administrative support during activities, including activity letter or invitation distribution, and collection of activity documents (such as attendance list, registration forms, evaluation forms, RPDS Adhar)
• When situation allowed, provide operational support to prepare for activitiese ie. room preparation and logistics requirements.
• When situation allowed and if necessary, help to usher guests in activities or at the office, to meeting the relevant staff.
• And other tasks as assigned by Operations Coordinator/ Administration Officer/Program Assistant or other Inovasi Provincial team members:
  
  

Qualifications And Experience Required

The Driver and Logistics Support will possess the following qualifications and experience:

• High School Diploma
• Valid driving license
• Holder of qualification in Vehicle Maintenance and Repairs desirable
• Understanding of Indonesia transportation law
• Good traffic judgment
• Good knowledge about car mechanics
• Knowledge of the location of International Organizations, Embassy, airline offices, hotels, Hospitals and restaurants
• Knowledge on operation and maintenance of the office equipment
• Excellent driving skills
• Flexible, effective team work and interpersonal skills
• Good communication skills
• Minimum of 5 year experience as driver with good driving record
• Good interpersonal skills, including in a cross-cultural context
• Fluent Bahasa Indonesia and some proficiency in English (preferred).
